　　鲍韶山称，为保住其在全球不同地区的霸权地位，美国开始强调“微边主义体系”及其同盟体系的作用。他直言，一直以来，美国对霸权地位的追求，才是国际动荡的最大根源和对世界和平的最大威胁。
